This role will be ensure the effective implementation of Health, Safety, and Environmental (HSE) requirements throughout the construction phase of a major industrial project. The role is responsible for driving a strong safety culture, ensuring regulatory compliance, and supporting safe work practices across all site activities.

Job Description

  • Implement and monitor the Project HSE Plan to ensure compliance with company, client, and regulatory requirements.
  • Conduct routine site inspections, safety audits, and safety walks to identify and mitigate workplace hazards.
  • Administer and issue Permit to Work (PTW) activities, including Hot Work, Confined Space Entry, Excavation, LOTO, Work at Height, and Lifting Operations.
  • Deliver HSE inductions, toolbox talks, and safety awareness training for employees and contractors.
  • Participate in risk assessments, JSA/JHA reviews, and verify the implementation of effective control measures.
  • Investigate incidents, accidents, and near misses, and drive corrective and preventive actions.
  • Monitor contractor compliance, PPE usage, equipment inspections, housekeeping standards, and site safety performance.
  • Prepare HSE reports, maintain safety records, and coordinate with clients, contractors, and regulatory authorities on HSE matters.



The Successful Applicant

  • Bachelor's Degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related field.
  • Minimum 5 years of HSE experience in Oil & Gas, Petrochemical, Industrial Plant, Construction, or Hydrogen projects.
  • Strong knowledge of permit-to-work systems, risk assessments, incident investigation, and contractor safety management.
  • Good communication skills in English, both written and spoken.
  • Relevant HSE certifications such as Local HSE Practitioner Certification, IOSH, OSHA Construction Safety, Gas Tester, or First Aid & CPR are preferred.
