Job Description

  • Lead and oversee the full permit and licensing lifecycle, including applications, renewals, amendments, and regulatory approvals.
  • Ensure compliance with applicable laws, regulations, and internal governance requirements.
  • Develop and maintain strong relationships with government agencies and regulatory authorities.
  • Act as the primary contact for complex regulatory matters and facilitate issue resolution.
  • Monitor permit obligations and licence conditions to ensure ongoing compliance.
  • Establish compliance monitoring processes and conduct periodic reviews or audits.
  • Develop and implement corrective action plans to mitigate regulatory risks.
  • Create, update, and maintain permit-related policies, procedures, and standard operating guidelines.
  • Ensure proper documentation management, version control, and audit readiness.
  • Collaborate closely with legal, engineering, operations, project, and HSE teams to integrate permitting requirements into project plans.
  • Support project execution by identifying permit-related risks, dependencies, and timelines.
  • Prepare management reports highlighting permit status, compliance issues, risks, and mitigation plans.
  • Present updates and recommendations to senior leaders and key stakeholders.
  • Lead, mentor, and develop a team responsible for permit and licensing activities.
  • Drive continuous improvement initiatives and strengthen regulatory intelligence capabilities.

The Successful Applicant

  • Bachelor's degree or higher in Law, Political Science, Public Administration, Arts, or a related discipline.
  • Minimum 5-7 years of experience in permitting, licensing, regulatory affairs, or government relations, preferably within energy, utilities, infrastructure, or related industries.
  • Strong stakeholder management and negotiation skills with experience engaging government agencies and regulatory bodies.
  • Excellent communication skills in both Thai and English, with strong written and verbal capabilities.
  • Proven leadership, problem-solving, analytical thinking, and project coordination skills, with the ability to travel domestically and internationally when required.
